What are Site Waste Management Plans?
Site Waste Management Plans (SWMP) aim to reduce the amount of waste produced on construction sites and to prevent fly-tipping. They do this by setting out how building materials, and resulting waste, is to be managed during the project.
A SWMP is simply a plan that details the amount and type of waste that will be produced on a construction site and how it will be reused, recycled or disposed of. The plan is then updated during the construction process to record how the waste is managed and to confirm the disposal of any materials that cannot be reused or recycled at a legitimate site.
Which Projects need an SWMP?
SWMPs are required for all those construction projects with estimated costs in excess of £300,000 (excluding VAT). The cost of the project is the price in the accepted tender, or if there is no tender, the cost of labour, plant and materials, overheads and profit. While SWMPs are legally required for those construction projects in excess of £300,000, smaller projects can also reduce both resource use and cost by having one.
Examples of those projects that will require a SWMP to be in place include:
- New build
- Maintenance
- Alteration or installation/removal of services
such as sewerage, water, etc.
Employers' Duties
Under the Regulations, any Client who intends to carry out a project on a construction site with an estimated cost greater than £300,000 (excluding VAT) must prepare a SWMP conforming to the regulations before construction work begins.
The SWMP needs to be written at the construction design stage, but it is a requirement of the SWMP Regulations to maintain it during the entire project. Therefore, the Client (or principal contractor) is also responsible for updating the plan with the site's day-to-day activity.
When updating the SWMP, the regulations place specific requirements on the quality of information to be provided. This requirement affects projects with a construction cost greater than £300,000 and below £500,00; or equal to, or above £500,000.
Employees' Duties
Employees must ensure that they ask for and record the correct paperwork, receipts, destinations for materials, etc when disposing of on-site materials.
Scope of Services
The service calfordseaden health & safety provides, is to assist Clients achieve compliance with the Site Waste Management Plans Regulations 2008.
The objective of this service is to encourage better waste management practices, improve environmental performance and reduce the cost of waste disposal on development schemes. This service will be delivered by calfordseaden health & safety using a "Web-Based Portal". The project team would be provided with usernames and passwords accordingly.
Services to be provided would include the following:
- Pre-Construction/Demolition Phase
- Advise the Client and other members of the project team on their duties under the Regulations 2008.
- For each scheme, establish project details and key contacts for the various disciplines engaged.
- Agree the protocol for developing the SWMP with the project team, including review intervals.
- Set up each project, using a web-based interface and initiate a SWMP.
- Liaise with Consultant Designers and members of the project team to update SWMP as design progresses.
- Following the appointment of the principal contractor identify the "SWMP Champion" for the project.
- Liaise with the SWMP Champion, consultant designers and members of the project team to update the SWMP prior to the commencement of the demolition/construction phase.
- Review progress and the development of the SWMP with the project team at agreed intervals.
- Formally issue to Client SWMP Report 01 prior to the commencement of the demolition /construction phase of the project.
Construction/Demolition Phase
- Review progress with all at agreed intervals.
- Liaise with the SWMP Champion, Consultant Designers and members of the project team to ensure the SWMP is regularly updated as the demolition/construction phase progresses.
- Formally issue SWMP Report 02 halfway through the construction phase of the project.
Post-Construction/Demolition Phase

Liaise with the Principal Contractor (SWMP Champion), Consultant Designers and members of the project team to ensure the SWMP is
regularly updated as the demolition/construction phase progresses. -
Formally issue Final Report to the Client for review and sign off.
